Resources in Eastern European Political Science are plentiful in UW-Madison campus libraries. Available materials include numerous directories, handbooks, journals, newspapers, bibliographies, and guides to the literature.

Subject Overview Texts

An extremely useful introductory text is available to readers of Russian: Russkaia politologiia : obzor osnovnykh napravlenii : uchebnoe posobie (Russian Political Science: A Survey of the Basic Trends: A Textbook). This is a textbook meant for university students, and should therefore be accessible for a competent non-native speaker of Russian with a background in the Social Sciences. Coverage is from the Middle Ages to the present day. A similar English-language resource is Barbara Green's The Dynamics of Russian Politics: A Short History. This is a short, but comprehensive introduction to Russian politics, with similar scope to the Russian textbook mentioned above. The book's main focus is, however, current political history, beginning with Gorbachev's political and economic reforms. A third overview source which attempts to place Russian Political Science into a historical perspective and at the same time make predictions about its future is Politicheskaia nauka v Rossii: istoriia, sovremennost, modeli budushchego (Political Science in Russia: History, Present, and Models of the Future).

Current Trends in Russian Politics

Several recently-published books focus on the national and ideological conflicts which have arisen since the fall of the Soviet Empire. Conflicts in and around Russia : Nation-building in Difficult Times discusses conflict and conflict management in Russian foreign, ethnic, and political relations, both historically and as a result of recent changes. Another book, Democracy and Right-Wing Politics in Eastern Europe in the 1990's, studies both new democracies and the rise of conservatism in the countries of Central and Eastern Europe. Two books focus on extremist nationalism in Russia: Black Hundred: The Rise of the Extreme Right in Russia, from a historical perspective, and Ethno-violence & Nationalism in Eastern Europe and U.S. Foreign Policy Responses with an emphasis on the U.S. reaction.

Directories and Handbooks

Further information on ethnic relations can be found in Janusz Bugajski's Ethnic Politics in Eastern Europe: a Guide to Nationality Policies. This book surveys the most significant political organizations with ethnic ties in countries of Eastern Europe, and discusses government policies toward ethnic minorities in each of these countries. Encyclopaedia of Conflicts, Disputes, and Flashpoints in Eastern Europe, Russia, and the Successor States is a guide to sources of conflict in Eastern Europe and the former Soviet Republics. Two guides of influential individuals are available for political scientists. Longman's Biographical Directory of Decision-makers in Russia and the Successor States covers political elites, government, the economy, military, media, political parties and political movements, and religion with the heaviest emphasis being on Russia, Ukraine and Belarus. Top Officials in Russia is a very similar resource published by the CIA. This directory describes itself as a "primer on leaders in Russia," and a "biographic snapshot of the country's top officials as well as a directory of key presidential representatives, cabinet members, ministers, legislators, business and science leaders, major political parties and movements, and security and military officials."

Dictionaries

A reference resource which may be helpful to scholars reading Political Science materials in Russian is a dictionary of Political Science, entitled Politologiia: entsikopedicheskii slovar (Political Science: An Encyclopedic Dictionary). This resource includes two to three page explanations of Political Science concepts and terminology used in contemporary Russian scholarship.

Bibliographies and Guides to the Literature

A guide to research on the Soviet period is Handbook of Political Science Research on the USSR and Eastern Europe : Trends from the 1950s to the 1990s. This is a compilation of bibliographic essays on Political Science research on former Soviet Republics and other Eastern Bloc countries, and several chapters on regional issues. In addition to this title, two Russian bibliographies are available. Politologiia, published by the Institute on Scientific Information on Social Sciences, indexes the most important articles, collective works, and monographs in the field for the year 1992. More recent versions should be arriving in the library shortly. For scholars interested in Russia's Central Party archives, which was made accessible to the public only in October 1991, there is Kratkii putevoditel' : fondy i kollektsii, sobrannye TSentral'nym partiinym arkhivom (A Short Guidebook: Funds and Collections gathered by the Central Party Archive).

Journals

Of all the disciplines which I am researching for this resource guide, the most comprehensive journal collection is in the field of Political Science. Political History of Russia provides articles on Russian and Soviet politics in a historical context, while East European Quarterly includes research on both historical and current topics in Eastern European Political Science and Economics. Examples of recently-published articles in East European Quarterly are "The Fallen Wall and its Aftermath," and "Impact of Regime Change upon Foreign Policy Behavior in Six East European Countries." A journal which focuses on political change and economic development in Russia is Current Politics and Economics of Russia. Since 1990, University of California Press has published East European Politics and Societies: EEPS, a journal which emphasizes the social conditions and politics of Eastern European countries.

An extremely useful journal for political scientists and for social scientists as well is The Current Digest of the Post-Soviet Press. This journal, published by the American Association for the Advancement of Slavic Studies, provides translations and abstracts of Russian public affairs as they are reported in Russian-newspapers and prominent Social Science periodicals. Issues covered include economic development, politics, the military, education and social conditions.

In addition to English-language journals, four journals published in the Russian Federation are available on campus. Polis: politicheskie issledovanie (Polis: Politics Research) is a journal published by the Russian Academy of Sciences which provides articles on the latest political science research on Russia and the former Soviet republics. Recent articles include "Etnicheskie arealy sovremennoi Rossii: sravnitel'nyi analiz riska natsional'nykh konfliktov (Ethnic Enclaves of Modern Russia: A Comparative Analysis of National Conflicts)," and "Esse o svobodakh: Universal'noi i edinstvennoi formuly svobody ne sushchestvuet (Essay on Freedom: A Single, Universal Formula for Freedom Does Not Exist)." Sotsialno-politicheskii zhurnal (Socio-political Journal), contains research in Political Science and Political Sociology in the Russian Federation. Topics covered in recent issues include developments in Political Science in the face of new political realities, and human rights in contemporary Russia. A publication which examines economic and political issues in the face of recent changes is Vestnik nauchnoi informatsii (Bulletin of Scientific Information). Vestnik provides articles on the course of reforms in Central and Eastern Europe and Central Asia and studies issues arising from the transition from totalitarianism to democracy, and from a command economy to a market structure. Perhaps the most interesting of the new Russian periodical is Svobodnaia Mysl': teoreticheskii i politicheskii zhurnal (Free Thought: A Theoretical and Political Journal). This journal covers issues arising out of the changing political and economic landscape in Russia and the former Soviet republics, such as emergent capitalism, private ownership, and changes in political processes.
